Within the Hope4AI project, the transnational analysis of Romania and Hungary highlights a clear conclusion: the main challenges are not technological, but relate to skills, organizational capacity, governance, and social dialogue.<\/p>\n\n\n\n<p>In both countries, AI uptake remains below the EU average, and its impact on work is characterized more by gradual task transformation than large-scale job displacement. In this context, public policies must shift from promoting technology toward building the conditions for effective use: skills development, strong data infrastructure, institutional capacity, and mechanisms to monitor labour market impacts.<\/p>\n\n\n\n<p>A key pillar of these recommendations is the central role of social dialogue, which must become a core element of AI governance rather than a purely consultative tool. At the same time, targeted support for SMEs and investments in reskilling and upskilling are essential to ensure a fair and sustainable transition.<\/p>\n\n\n\n<p>Ultimately, the Hope4AI findings converge on a clear message: successful AI implementation depends on the ability of governments, companies, and workers to act together, based on trust, shared responsibility, and a long-term vision for the transformation of work.<\/p>\n\n\n\n<p><strong>RO<\/strong><\/p>\n\n\n\n<p>Adoptarea inteligen\u021bei artificiale \u00een Europa Central\u0103 \u0219i de Est nu mai este o ipotez\u0103, ci o realitate emergent\u0103. \u00cen cadrul proiectului Hope4AI, analiza transna\u021bional\u0103 pentru Rom\u00e2nia \u0219i Ungaria confirm\u0103 un mesaj clar: provoc\u0103rile majore nu sunt de natur\u0103 tehnologic\u0103, ci \u021bin de competen\u021be, capacitate organiza\u021bional\u0103, guvernan\u021b\u0103 \u0219i dialog social.<\/p>\n\n\n\n<p>\u00cen ambele \u021b\u0103ri, nivelul de adop\u021bie AI r\u0103m\u00e2ne sub media UE, iar impactul asupra muncii este mai degrab\u0103 unul de transformare gradual\u0103 a sarcinilor dec\u00e2t de \u00eenlocuire masiv\u0103 a locurilor de munc\u0103. \u00cen acest context, politicile publice trebuie s\u0103 \u00ee\u0219i schimbe focalizarea de la promovarea tehnologiei c\u0103tre construirea condi\u021biilor necesare utiliz\u0103rii sale eficiente: dezvoltarea competen\u021belor, infrastructur\u0103 de date solid\u0103, capacitate institu\u021bional\u0103 \u0219i mecanisme de monitorizare a impactului asupra pie\u021bei muncii.<\/p>\n\n\n\n<p>Un element central al acestor recomand\u0103ri este rolul dialogului social, care trebuie s\u0103 devin\u0103 un pilon al guvernan\u021bei AI, nu doar un instrument consultativ. \u00cen paralel, sprijinul dedicat IMM-urilor \u0219i sectoarelor expuse la automatizare, precum \u0219i investi\u021biile \u00een reskilling \u0219i upskilling, sunt esen\u021biale pentru a asigura o tranzi\u021bie echitabil\u0103 \u0219i sustenabil\u0103.<\/p>\n\n\n\n<p>\u00cen esen\u021b\u0103, concluzia Hope4AI este una convergent\u0103: succesul implement\u0103rii AI depinde de capacitatea actorilor, guverne, companii \u0219i lucr\u0103tori, de a ac\u021biona coordonat, pe baza \u00eencrederii, a responsabilit\u0103\u021bii comune \u0219i a unei viziuni pe termen lung asupra transform\u0103rii muncii.<\/p>\n\n\n\n<p><strong>HU<\/strong><\/p>\n\n\n\n<p>A mesters\u00e9ges intelligencia elterjed\u00e9se K\u00f6z\u00e9p- \u00e9s Kelet-Eur\u00f3p\u00e1ban m\u00e1r nem t\u00e1voli lehet\u0151s\u00e9g, hanem kibontakoz\u00f3 val\u00f3s\u00e1g \u2013 ugyanakkor tov\u00e1bbra is egyenetlen \u00e9s t\u00f6redezett. A Hope4AI projekt keret\u00e9ben v\u00e9gzett transznacion\u00e1lis elemz\u00e9s Rom\u00e1nia \u00e9s Magyarorsz\u00e1g eset\u00e9ben egy\u00e9rtelm\u0171 k\u00f6vetkeztet\u00e9sre jut: a f\u0151 kih\u00edv\u00e1sok nem technol\u00f3giai, hanem k\u00e9szs\u00e9gbeli, szervezeti, ir\u00e1ny\u00edt\u00e1si \u00e9s szoci\u00e1lis p\u00e1rbesz\u00e9ddel kapcsolatosak.<\/p>\n\n\n\n<p>Mindk\u00e9t orsz\u00e1gban az MI-alkalmaz\u00e1s az uni\u00f3s \u00e1tlag alatt marad, \u00e9s a munka vil\u00e1g\u00e1ra gyakorolt hat\u00e1sa ink\u00e1bb fokozatos feladat\u00e1talakul\u00e1sban, semmint t\u00f6meges munkahely-megsz\u0171n\u00e9sben jelenik meg. Ebben a kontextusban a szakpolitik\u00e1knak a technol\u00f3gia \u00f6szt\u00f6nz\u00e9s\u00e9r\u0151l a hat\u00e9kony alkalmaz\u00e1s felt\u00e9teleinek megteremt\u00e9s\u00e9re kell \u00e1tt\u00e9rni\u00fck: k\u00e9szs\u00e9gfejleszt\u00e9s, er\u0151s adat-infrastrukt\u00fara, int\u00e9zm\u00e9nyi kapacit\u00e1s \u00e9s a munkaer\u0151piaci hat\u00e1sok nyomon k\u00f6vet\u00e9se.<\/p>\n\n\n\n<p>Ezen aj\u00e1nl\u00e1sok egyik k\u00f6zponti eleme a szoci\u00e1lis p\u00e1rbesz\u00e9d, amelynek az MI-ir\u00e1ny\u00edt\u00e1s alapvet\u0151 pill\u00e9r\u00e9v\u00e9 kell v\u00e1lnia.
